MANILA—Foreign Affairs Secretary Teodoro Locsin Jr. on Saturday paid tribute to former United States President George H.W. Bush, calling him "the most decent man to become a world leader."

In a series of tweets, Locsin said Bush was "possibly the best man to be US president: as a person, as a decent human being, and as one of the smartest in its history."

"George Herbert Walker Bush, the most decent man to become a world leader and US president, has passed away. I felt humanity's loss through an unaccountable shudder in my heart as I was driving. God, at least I knew in a small way a truly good man and a truly great leader," he tweeted.

"In time everyone will see him as America's greatest president, the most decent man to become a world leader. No flaws, not a spot of meanness."

Locsin described the late US president as someone having "plain pure class."

Bush was the 41st US president, serving from 1989 to 1993.

The former US leader, who suffered from Parkinson's disease and was wheelchair-bound, had been hospitalized on several occasions for various ailments in recent years, including pneumonia.

He died on Friday at the age of 94, his family said. His passing came seven months after the April 17, 2018 death of his wife, Barbara, to whom he was married for 73 years.
